Is there one Creator behind the kami?
Shinto: the kami of the old books
Shinto honours the kami of heaven and earth for their power and the awe they inspire. Its scholars say the kami are not a Being apart from the world, and the old books tell of kami who arose within it.
The case for it
The Kojiki's Preface says the Three Deities performed the commencement of creation, so Shinto does have creators.
Where it falls short
Granted that the Preface speaks of creation. But its sentence has Heaven and Earth part first, and the Three Deities begin afterwards. That reads as work in a world already there, and it does not say who made heaven and earth.
